Özel Okullarda Çalışan Öğretim Teknologlarının Eğitim Özgeçmişlerinin ve Görevlerinin Öğretim Teknol

1. Araştırmaya katılan 40 öğretim teknoloğunun 31‟i (%77,5) BÖTE/Eğitim
Teknolojileri gibi alan içi olarak tabir edilen bölümlerden mezun olmuştur.
Erden ve Seferoğlu (2020, s.58) çalışmasında “BÖTE bölümlerinin kurulmasında gözetilen diğer bir amacın da, öğrencilerin pedagojik düzeyine ve müfredata uygun öğretim materyali ve eğitim yazılımı tasarlama, geliştirme, uygulama ve değerlendirme alanlarında donanımlı “bilgisayar destekli öğretim” uzmanları yetiştirmek” olduğunu belirtmiştir. Araştırmaya katılan öğretim teknologlarının eğitim özgeçmişlerine yönelik elde ettiğimiz sonuç büyük çoğunluğunun mezun olduğu alanla çalıştıkları alanın paralel olduğunu göstermektedir.
2. Araştırmaya katılan 40 öğretim teknoloğunun 9‟u (%22,5) ise alan dışı olarak
mezun olan bu kişiler teknoloji ile ilgili aldıkları eğitimler, yaptıkları çalışmalar ve sahip oldukları iş deneyimleri sayesinde özel okullarda öğretim teknoloğu olarak istihdam edilmiştir.
3. Katılımcıların teknoloji entegrasyonuna ek olarak bilgi işlem departmanını
yönetme, bilgi işlem personeli olarak da çalışma, derse girme gibi görevleri de yerine
başlayan farklı unvanlar taşıdığı, fakat 40 öğretim teknoloğunun 20‟sinin (%50) teknoloji entegrasyonuna yönelik görevlere sahip olduklarından dolayı taşıdıkları unvanın “Eğitim Teknolojileri” isimlendirmesi ile başladığı sonucuna varılmıştır.
4. Araştırmaya katılan öğretim teknologlarının hangi görevleri yerine getirdiği
“teknoloji entegrasyonu planlaması, teknik işler, öğretmenlerin mesleki gelişimi ve okul işleri” olmak üzere dört alt başlıkta
Araştırmanın sonuçları öğretim teknologlarının teknolojinin okul düzeyinde entgrasyonunun planlamasına yönelik paydaşlarla beraber çalışarak ihtiyaçları belirlediği ve bu ihtiyaçlar doğrultusunda teknolojiyi öğrenme ve öğretme ortamına entegre etmek üzere planlama yaptıkları sonucuna ulaşılmıştır. Fakat teknolojik ihtiyaçlar öğretim teknologları tarafından belirlenirken, teknolojik ihtiyaçlara yönelik bütçenin okuldaki başkaları tarafından da belirlendiği ve satın alımların büyük çoğunlukla okuldaki satın alma birimi tarafından yapıldığı sonucuna ulaşılmıştır. Buna ek olarak, okula ait yazılım, donanım ve
destek malzemelerinin tamiri, düzenli güncelleme ve bakımlarının yapılması görevinin de yine büyük çoğunlukla okuldaki bilgi işlem birimi ve/veya personeli tarafından yapıldığı sonucuna ulaşılmaktadır. Bu sonuç literatürde formatör öğretmenlerin teknik bakım ve onarım yaptığını gösteren çalışmalarla (Toruş 2010; Yıldız, 2012; Aktı Aslan ve Duruhan, 2018) farklılık göstermektedir. Araştırmanın sonuçları ayrıca araştırmaya katılan öğretim teknologlarının öğretmenlerin teknoloji okuryazarlığı ve teknoloyi entegre etme becerilerini geliştirmeye yönelik görevleri yürüttüğü, fakat öğrenme/öğretme ortamına entegre edilecek dijital araçları tamamen öğretmenlerin ihtiyaçlarına göre
kullanılabilen araçlar arasından seçtiklerini de göstermektedir. Okul işleri boyutuna yönelik ise öğretim teknologlarının idari toplantıya katılmak, müfredat geliştirmek, kulüp kurmak gibi işleri yaptığı, fakat çok az sayıdaki öğretim teknoloğunun literatürdeki çalışmalarda da olduğu gibi (Toruş 2010; Duman 2012; Yıldız, 2012; Aktı Aslan ve Duruhan, 2018, Yeğitek, 2019) okulun bir takım teknik özel işlerini de yaptığını göstermektedir. Bu araştırma sonucunda elde edilen bulgulara dayanarak genel olarak şu önerilerde bulunulabilir;
1. BÖTE/Eğitim Teknolojileri alanları teknolojiyi entegre etmek için gerekli
tasarlayabilecek nitelikteki insan gücünü yetiştirmektedir. Bu nedenle, okul düzeyinde teknoloji entegrasyonu faaliyetlerini koordine etmek için farklı isimlerle açılan bu pozisyonda BÖTE/Eğitim Teknolojileri mezunları istihdam edilmelidir.
2. Teknoloji entegrasyonu faaliyetlerinin koordine edilmesi amacıyla özel
okullarda açılan bu pozisyonda istihdam edilen kişilere öğretim teknolojilerine yönelik görevlerden başka görevler verilmemelidir.
3. Araştırma sonucu teknoloji entegrasyonu faaliyetlerinin koordine edilmesi
amacıyla özel okullarda açılan bu pozisyonda istihdam edilen kişilerin farklı unvanlar taşıması görevleri açısından da bir karmaşıklığa yol açmaktadır. Üniversitelerin BÖTE bölümleri, özel eğitim kurumları temsilcileri ve bu 112
kurumlarda çalışan öğretim teknologları bir araya gelerek ortak bir unvan oluşturma ve bu doğrultuda ortak görev oluşturma çalışmasında bulunabilir. Bu araştırma sonucunda elde edilen bulgulara dayanarak gelecekte benzer çalışmalar yürütmek isteyen araştırmacılara şu öneriler yapılabilir;
1. Bu çalışma 2018-2019 öğretim yılında özel okullarda BİT koordinatörü olarak
görev yapan 40 öğretim teknoloğu ile sınırlıdır. Özel okullarda teknoloji entegrasyonu çalışmalarının ve bu doğrultuda öğretim teknologlarının görevlerinin daha iyi betimlenebilmesi için, çalışma grubu genişletilerek bu araştırma yeniden yürütülebilir ve doğrudan planlı bir şekilde teknoloji entegrasyonu faaliyetleri yürütmeyen özel okulların mevcut durumunu ortaya koyabilecek bir çalışma yapılabilir.
2. Resmi okullarda görev yapan Bilişim Teknolojileri Rehber Öğretmenler ile il
yayınlanan yönergede yer alan “rehberlik etmek” eylemi altında hangi görevleri yerine getirdiğini ortaya koyabilecek bir çalışma yapılabilir.

Extended Abstract Purpose The aim of this research is to examine the relation of educational background and professional experiences of these experts with the field of instructional technology, to specify their tasks and to examine whether their tasks are in line with fields they were trained in.
Method
In this study, the complementary mixed method (Baki & Gökçek, 2012) was used to determine the educational backgrounds, professional experiences, titles and positions of the instructional technology specialists employed in private schools in Istanbul in the 2018-2019 academic year. In this context, while quantitative data were collected with the single screening model, qualitative data were collected with semistructured interview questions. As a result of the preliminary interviews made with private schools in Istanbul via telephone and e-mail, 40 instructional technology specialists, who manage technology integration activities in their schools, were voluntarily accepted to participate in the study. In order to determine the educational backgrounds, professional experiences, titles and duties of the experts employed as teaching technologists in private schools, the “Instructional Technology Specialists‟ Task Analysis Questionnaire” consisting of 52 items and “Semi-Structured Interview Form on Instructional Technologists Tasks“ consisting of 8 open-ended questions were developed by the researchers. Data from 40 experts were collected face to face through these instruments.
Findings and Interpretation 31 (77.5%) of the 40 instructional technology specialists participating in the research have a bachelor's or master's degree in the field of CEIT / Educational Technologies while 9 (22,5%) of them have a bachelor's or master's degree in different fields. When the quantitative and qualitative data of 9 these instructional technology specialists were interpreted together, it was found they are employed in this position due to factors such as including having an engineer educational background, having work experience as IT specialist, having instructional technology related trainings. It was also found 35 of the 40 instructional technology specialists (87.5%) stated that they had teaching experience before acquiring this position. When the fields of their teaching experience were examined, it waas found that 31 (88.56%) of the 35 teaching technologists had experience in the field of Information and Communication Technology. Years of teaching experience of 22 (60%) of 35 these experts ranges between 0-7 years. Findings related to titles of instructional technology specialists shows that 20 of the 40 teaching technologists (50%) participating in the study use titles starting with "Educational Technology" because they only work on the integration of technology into education; 7 out of 40 specialists (17.5%) use the title “ICT Teacher” as they carry out activities related to educational technologies with at their own initiative or upon the request of school administrators in addition to their teaching duties; 3 out of 40 instructional technology specialists (7.5%) use titles starting with "Information / Information Technology" as they carry out activities like IT specialist in the school as well as those regarding instructional technology and 3 out of 40 instructional technology specialists (7.5%) use titles starting with “Information and Educational
Technology” as they both manage IT department and carry out educational technology activities. Findings regarding tasks of instructional technology specialists show that most of these experts work with stakeholders to plan to integrate technology into the learning and teaching environment in line with determined needs. However, while technological needs were determined by these specialists, the budget for technological needs was not determined by them in half of the 40 schools (%50) and purchases were mostly made by the purchasing unit in the school. In addition, it is also found that the task of repairment, regular updating and maintaining of the software, hardware and support materials of the school is mostly carried out by IT department unit of the school. When it comes to integration of digital tools into learning/teaching environment, 20 out of 40 instructional technology specialists (50%) determine digital tools to be integrated into learning/teaching environment, while 40 out of 40 of these specialists specify digital tools based on their own search. Regarding school-related works, it was found that most of instructional technology specialists carry out duties such as participating in administrative meetings, developing curricula, establishing robotic/coding club, while fewers do some special technical duties.
Conclusion
Based on the research‟s results, the following suggestions can be made;
1. CEIT / Educational Technology graduates should be employed in this position
created under different names to coordinate technology integration activities at school level as they were equipped with necessary theoritical and practical information and skills in their educational life.
2. Specialists employed in private schools with different titles to coordinate technology integration activities may not be assigned duties other than instructional technology. 3. Different titles of these specialist who have mostly similar duties causes a complexity in perception of their roles by other stakeholder in education world. Hence, representative of CEIT/ Educational Technology departments of universities, representatives of private shools and instructional technology specialists may come together to create a common title and create a common task in this direction. Based on the research‟s results, the following suggestions can be made for researchers who want to carry out similar studies in the future;
1. The working grop of this study is limited to 40 instructional technology specialist
working in private schools in the 2018-2019 academic year. In order to better description of educational technology activities in schools and duties of these specialists, this research can be carried out by expanding the working group and the current situation of private schools that do not carry out technology integration activities.
2. A study can be carried out to reveal duties of Information and Communication
Technology Guidance Teachers working at school level and Fatih Project Trainers working in provincial and district directorate for national education in order to specify what kind of tasks they do described with the verb "guiding" in the published directive issued by MoNE.
